I am puzzled as to how exactly I can do this when I don't have a USA bank account or ties with anyone in that country (which I am glad to no longer be in).

Recently the government here in Malaysia has issued that non-Malaysian citizens would have to pay a higher rate at the public/government hospitals. Have any of you traveled through Belarus? I've heard a lot of people say they avoid Belarus completely -- even the people I consider 'hardcore' travelers --because of the corruption and the ornery border guards. I survived Bosnia & Herzegovina, but I'm still not sure about Belarus. Any stories to share?
